Designed by Cesar Pelli while at Gruen Associates, the Rainbow Center Winter Garden was the main public space in the city of Niagara Falls. The Mall and the Winter Garden were the spine of the Rainbow Center urban renewal project for downtown. The focal point of the project was the Winter Garden, located on the Mall near Prospect Park.
Rainbow Center was designed as a catalyst for commercial development on adjacent parcels to the north and south. The glass-enclosed space, 36.5 meters (120 feet) in height, has removable panels on the north and south sides to enable future retail shops, restaurants and hotels to open directly into the landscaped space. A system of bridges, elevators, and stairs encourages vertical and horizontal movement throughout the Winter Garden.
The Winter Garden was landscaped with a ground cover of vines and shrubs, palms and broadleaf evergreen trees reaching 12 meters (40 feet) in height, in addition to brick and stone walks, and cascading pools.
