One Congress at Bulfinch Crossing is a signature office tower for a phased transformation of new transit-oriented, mixed-use development. Boston’s existing Government Center Garage—an above-grade parking structure—will become six buildings, totaling 2.3 million gross square feet. One Congress will provide more than 1 million square feet of office space, turning the urban block into a vibrant, pedestrian-friendly street.
One Congress’ composition is curved and gently tapered, differing from the typical rectilinear towers of the Boston skyline. The exterior wall is a fluid form that accentuates the tower’s height with the front façade opening like a dramatic theatrical curtain. Lit at night, the graceful silhouette of its outer shell will glow softly on the horizon. Through high-performance glazing and a curtain wall designed to address multiple solar orientations, the tower will achieve significant energy efficiency, helping it to achieve a LEED Gold rating.
Integrated into the city fabric, the sweep of the tower base forms a plaza that links to a new pedestrian promenade leading to City Hall Plaza. To further enhance the public space, the office tower’s transparent lobby will feature a dramatic presentation wall designed as a work of art that can be seen from outside.
The podium’s one-acre rooftop garden provides a quiet respite for office employees and visitors and offers tremendous views of Boston’s iconic North End Neighborhood to Boston Harbor. Sloping berms define exclusive spaces for individual terraces and complement the sweeping form of the building.
